Pennoni Associates


Pennoni Associates, an ENR Top 100 engineering, design, and consulting firm with an office in Wilkes-Barre, announced that David DeLizza, PE, has been promoted to chief operating officer, while Joe Viscuso, PE, PLS, has been promoted to senior vice president for strategic growth. Charles Perry, Pennoni COO since 2011 and former president of Pennoni acquisition PHR+A, has retired and will now serve in a senior consult role. Mr. DeLizza joined Pennoni Associates in 1979 and is a member of the firm’s executive committee. His responsibilities now include daily management of the firm’s operations, ensuring excellent client services, and balancing use of the firm’s resources and firm profitability. He is a licensed professional engineer in Pennsylvania, New Jersey, New York and Delaware. Mr. Viscuso’s responsibilities now include new initiatives, client and project development, and mergers and acquisitions. His work specialties include site-civil design and land development permitting and entitlement, and he manages the firm’s work in the Marcellus Shale industry. Mr. Viscuso developed the curriculum for a land development course at Widener University, where he serves as an adjunct professor, and he has spoken and written nationally on the permitting and entitlement process. He serves on several boards and commissions.





Mark Golicher recently joined Quandel Enterprises, Inc., a local construction firm, as chief information officer. He will work with Quandel’s IT staff, in all locations, to coordinate their strategic plan with the development of information systems. He most recently served as chief technology officer of Trigon Technology Group, in Wayne, and owned his own consulting firm. He has also held roles as senior systems engineer, systems engineer, manager of network services and network administrator.
